Create a StrategyFees with a standing order
A Strategy is a token whose trading fees run a programme on chain: burning another token, collecting NFTs, or accumulating a token and reselling it above cost. Resales buy back and burn the Strategy token (the creator may send part of them back to the treasury). Changes wait 2 hours in public, the target never changes, and the vault has no withdrawal.
Anyone can create a Strategy on any token or collection. A Strategy is never official: it is affiliated with its target only when the target's team confirmed it, and then the card says so. Resales at a markup may never happen; nothing here keeps a floor or promises a profit.
